Resolutions to the Local Union Delegated Meeting

Hello Members,

Every three years, delegates from every Unit across Canada come together at the Local Union Delegated Meeting (LUDM). The LUDM is the highest governing body of our Local Union and is where delegates debate important issues, establish policy, amend our By-Laws, and help set the direction of Local 1944 for the years ahead.

One of the most important ways members can participate in this process is by submitting resolutions.

A resolution is simply a proposal asking the Local Union to take a particular position, make a change, adopt a policy, amend a By-Law, or take some other action. Resolutions allow members to bring forward ideas and concerns from their workplace, Unit, or region and have them considered by delegates from across the country.

Writing Resolutions

Following feedback, your Union has taken additional steps to help ensure that the greatest possible number of resolutions are accepted as in order and considered by delegates at the LUDM.

To support members and Units in this process and in conjunction with the Next Gen Committee, we have developed a new Resolution Writing Course designed to help members understand the resolution process, draft effective resolutions, and avoid common issues that can result in resolutions being ruled out of order.

Resolution Course Schedule

Tuesday, August 18 – 4:30 PM PST / 5:30 PM MST / 7:30 PM EST
Thursday, September 3 – 7:00 PM PST / 8:00 PM MST
Wednesday, September 16 – 6:00 PM PST / 7:00 PM MST

We are also providing members with an earlier opportunity to submit resolutions. By encouraging Units to consider resolutions during their Q3 Unit Meetings, the Resolutions Committee will have sufficient time to review submissions and determine whether they are properly formatted, within the jurisdiction of the LUDM, and otherwise in order. Where a resolution requires revisions, it will be returned to the Unit with guidance and recommendations to assist members in addressing any concerns.

This process gives Units an additional opportunity to consider and approve a revised resolution at their Q4 Unit Meeting before final submission deadline, helping to ensure that members ideas and proposals have the best possible opportunity to be debated by delegates at the LUDM.

Approved resolutions should be submitted by the Unit Secretary to:

ludm.resolutions@usw1944.ca by January 15, 2027.

An email submission is sufficient; no special form is required.

Resolutions may be written in either a traditional format or a clear-language format.

Traditional Resolution Format

Whereas ___________; and,

Be it further resolved that ___________; and,

Be it finally resolved that ___________.

The "Whereas" clauses explain the facts or reasons supporting the resolution, while the "Resolved" clauses identify the action that is being requested.

This format serves the same purpose as the traditional format but uses more straightforward language.

Members who have ideas they would like considered are encouraged to speak with their Unit Officials and participate in their Unit Meetings. The strength of our Union comes from members bringing forward ideas, discussing them respectfully, and collectively deciding on the direction of our organization.

We encourage all members to take part in this important democratic process and help shape the future of Local 1944.
